Delivering Poverty Indicators for Ogan Komering Ulu in
2019 to the Regional Secretary of OKU Dr. Drs. Ir. H. Achmad Tarmizi, S.E, MT,
M.Sc, MH in the OKU Regional Secretary room.
OKU Poor Population Increases 0.16 Percent, 9th Lowest
Rank in South Sumatra
The Central Statistics Agency (BPS) measures poverty
levels based on the poverty line (GK) which consists of two components, namely
the Food Poverty Line (NFPL) and the Non-Food Poverty Line (NFPL). The food
poverty line (GKM) is the value of minimum food expenditure equivalent to 2,100
kilocalories per capita per day. The non-food poverty line (NFPL) is the
minimum need for housing, clothing, education and health.
Poverty Line (GK) is the sum of the QCC and QCC.
Residents who have an average per capita expenditure per month under the GK are
categorized as poor. The poverty line used is Rp 428,200 / capita / month in
2019 and Rp 415,785 / capita / month in 2018.
Based on the basic needs approach, there are 3 poverty
indicators used. • First, the Head Count Index (HCI-P0), which is the
percentage of the population below the poverty line (GK).
• Second, the Poverty Gap Index (P1) which is the
average expenditure gap of each poor population against the poverty line. The
higher the index value, the further the average population expenditure is from
the poverty line.
• Third, the Poverty Severity Index (P2) which
provides an overview of the distribution of spending among the poor.
The higher the index value, the higher the disparity
in expenditure among the poor.
Using the three indicators above,
the number of poor people in Ogan Komering Ulu Regency
in South Sumatra Province in 2019 increased by 0.16 Percent compared to 2018.
The number of poor people in OKU Regency in 2019 was 46,840 people or 12.77
percent of the population of OKU. This number tends to increase compared to
2018, which amounted to 45,720 people or 12.61 percent of the population of
OKU.
The percentage of poor people in OKU Regency is above
the average in the Province of South Sumatra. The average percentage of poor
people in South Sumatra Province is 12.71 percent with a total number of poor
people of 1,073,740 people. When compared with 17 regencies / cities in South
Sumatra the percentage of poor population in OKU Regency ranks 9th lowest.
Although the percentage of poor people has increased,
the Poverty Gap Index tends to decrease from 2.56 in 2018 to 1.79 in 2019. This
shows
the average expenditure of the poor is getting closer
to the poverty line. This means that the efforts of the OKU Regency government
to alleviate poverty are good enough. But more efforts are needed so that the
poor population can cross the poverty line.
Whereas the Poverty Severity Index (P2) also tends to
decrease from 0.75 in 2018 to 0.40 in 2019. This shows that the average
expenditure among the poor tends to be less imbalanced.
