Abstract

AbstractionPublic service providers are expected to provide services that are in accordance with the needs and changes in various fields of life as mandated by Law Number 25 of 2009 concerning Public Services. In this regard, it is necessary to continuously monitor and evaluate public services, so that the services obtained by the community are in accordance with service standards and the expectations and needs of the community. One form of this evaluation is realized through the implementation of a Community Satisfaction Survey (SKM) as regulated in Permenpan RB Number 14 of 2017 concerning Guidelines for Compiling a Community Satisfaction Survey for Public Service Providers.BPS-Statistics is a public service provider agency that provides services through the provision of statistical data and information. The duties and responsibilities in the field of statistics are in accordance with the mandate of Law Number 16 of 1997 concerning Statistics and Government Regulation Number 51 of 1999 concerning the Administration of Statistics. The dissemination of statistical data and information is carried out by providing an Integrated Statistical Service (PST) unit at BPS at the central, provincial, and district/city levels throughout Indonesia.
One form of evaluation of the quality of BPS-Statistics PST services is through the implementation of the Community Satisfaction Survey (SKM). On the other hand, BPS-Statistics as a provider of statistical data, needs to conduct an analysis of consumer data needs and the quality of data and statistical information produced by BPS-Statistics, so that BPS-Statistics conducts a Data Needs Survey (SKD). The coverage of SKM and SKD respondents overlaps, namely both users of BPS-Statistics data, so that the implementation of SKM is integrated into SKD which is routinely carried out every year in all PST BPS-Statistics.
SKD is a survey conducted by BPS-Statistics to identify consumer needs and satisfaction in order to improve data quality and public services. The history of implementing the SKD began in 2005 when this survey was first conducted and was only conducted at the Central BPS-Statistics. In 2008 a pilot project or trial was conducted with the implementation of SKD at Central BPS-Statistics and 5 (five) Provincial BPS-Statistics. Provinces were gradually added so that in 2009 and 2010 SKDs were implemented at Central BPS-Statistics and 11 (eleven) Provincial BPS-Statistics. The implementation of SKD at Central BPS-Statistics and 33 Provincial BPS-Statistics was carried out from 2011 to 2013. Furthermore, since 2014 the implementation of SKD was expanded to Regency/City BPS-Statistics. In accordance with rapidly developing technology and information developments, since 2019 SKD data collection has been carried out using the CAWI (Computer Aided Web Interviewing) method. The use of this method is even more helpful in the implementation of the 2020 and 2021 SKD due to the start of the adaptation conditions for new habits. In 2022, Survey data collection is carried out by maximizing the use of online methods. This shows that changes and adjustments to the implementation of the survey are constantly being made.
