Abstract

Public service providers are expected to be able to provide services in accordance with needs and changes in various areas of life as mandated by Law Number 25 of 2009 concerning Public Services. In this regard, continuous monitoring and evaluation of public services is needed, so that the services received by the community are in accordance with service standards and community expectations and needs. One form of this evaluation is realized through the implementation of Community Satisfaction Surveys (SKM) as regulated in PermenpanRB Number 14 of 2017 concerning Guidelines for Preparing Community Satisfaction Surveys for Public Service Providing Units. BPS is a public service delivery agency that provides services through the provision of statistical data and information. The duties and responsibilities in the field of statistics are in accordance with the mandate of Law Number 16 of 1997 concerning Statistics and Government Regulation Number 51 of 1999 concerning the Implementation of Statistics. The implementation of dissemination of statistical data and information is carried out by providing an Integrated Statistical Service (PST) unit at BPS at the central, provincial and district/city levels throughout Indonesia. One form of evaluation of the quality of BPS PST services is through holding Community Satisfaction Surveys (SKM). On the other hand, BPS as a provider of statistical data, needs to carry out an analysis of consumer data needs and the quality of data and statistical information produced by BPS, so that BPS conducts a Data Needs Survey (SKD). The scope of SKM and SKD respondents overlaps, namely that they are both BPS data users, so that the implementation of SKM is integrated into the SKD which is routinely carried out every year in all BPS PSTs. SKD is a survey conducted by BPS to identify consumer needs and satisfaction in order to improve data quality and public services. The history of SKD implementation began in 2005 when this survey was carried out for the first time and was only carried out at Central BPS. In 2008, a pilot project or trial was carried out with the implementation of SKD at the Central BPS and 5 (five) Provincial BPS. Gradually, additional provincial areas were added so that in 2009 and 2010 SKD was implemented at Central BPS and 11 (eleven) Provincial BPS. The implementation of SKD at Central BPS and 33 Provincial BPS was carried out from 2011 to 2013. Then, since 2014, the implementation of SKD was expanded to Regency/City BPS. In accordance with the rapid development of technology and information, since 2019 SKD data collection has been carried out using the CAWI (Computer Aided Web Interviewing) method. In 2023, the use of this method will increasingly help in the implementation of SKD in 2021 and 2022 because conditions for adapting to new habits will begin. Survey data collection was carried out by maximizing the use of online methods. This shows that changes and adjustments to the implementation of the survey are always being made.
